தொலைத்தொடர்புத் துறையின் தற்போதைய அமைச்சர் கபில்சிபல் நேற்றிரவு தனியார் செய்தித் தொலைக்காட்சி ஒன்றுக்கு அளித்த பேட்டியில், பல்வேறு திடுக்கிடக் கூடிய தகவல்களை ஆணித்தரமான முறையில் விளக்கியுள்ளார்.1999ம் ஆண்டில் - பாரதீய ஜனதா ஆட்சியில், வாஜ்பாய் பிரதமராக இருந்த காலகட்டத்தில் - கடைப்பிடிக்கப்பட்டதொலைத்தொடர்பு கொள்கையினால், மத்திய அரசுக்கு ஏற்பட்ட இழப்புத் தொகை ஒரு லட்சத்து 43 ஆயிரம் கோடியாகும் என்பதை சுட்டிக்காட்டியுள்ளார். 2ஜி ஸ்பெக்ட்ரம் அலைவரிசை ஒதுக்கீடு சம்பந்தமாக இந்த இழப்பு - இது இப்போது சொல்லப்படுவது போன்ற கற்பனையின் அடிப்படையில் சொல்லப்படும் தொகை அல்ல; நடைமுறைக் கணக்குப்படி ஏற்பட்ட இழப்புத் தொகையாகும்.
9.12.2010 அன்று சென்னைப் பொதுக்கூட்டத்தில் நாம் பேசியபோது, இதுபற்றிய விசாரணை 2001 முதல் தொடங்குவதைவிட நியாயமாகப் பார்த்தால் 1999ம் ஆண்டு முதலே தொடங்கப்படல் வேண்டும் என்று வற்புறுத்தினோம். காரணம், அப்போது வெளியான ‘நியூ ஏஜ்’ ஏட்டின் கட்டுரை ஒன்றில் ரூ.50 ஆயிரம் கோடிக்கு மேல் வாஜ்பாய் ஆட்சியில் தொலைத் தொடர்புத்துறையில் இழப்பு - ஊழல் என்று வெளிவந்தது. இதைச் சுட்டிக்காட்டினோம். மத்திய அமைச்சர் கபில்சிபல் இதனைக் கூறுவதோடு, எப்படி இது ஏற்பட்டது என்பதையும் விளக்கியுள்ளார்.
ஏற்கெனவே நடைமுறையில் இருந்து வந்த ஏலத்தில் விடும் கொள்கைக்குப் பதிலாக, வருவாயில் பங்கு என்ற அடிப்படையில், ஒதுக்கீடு மாற்றப்பட்டதுடன், 10 ஆண்டுகாலத்துக்கு இருந்த லைசென்ஸ்
முறையை 20 ஆண்டுகளுக்கு அப்போது உயர்த்தி ‘சலுகை’ காட்டப்பட்டது. யூகத் தொகை நட்டம் - இன்றைய கணக்கு ஆய்வு அதிகாரி அறிக்கைப்படி ரூபாய் ஒரு லட்சத்து 76 ஆயிரம் கோடி - இதை அவரே விவாதித்து முடிவு செய்யலாம் என்று முடித்துக் கையொப்பமிட்டுள்ளார்.
வாஜ்பாய் பிரதமராக இருந்தபோது, பிரமோத் மகாஜனுக்கு அடுத்து, அத்துறைக்கு அமைச்சரான அருண்ஷோரி (2001 இல்)கூற்றுப்படி, உத்தேச இழப்பு இப்போது ரூ.30,000 கோடிதானே ஒழிய, ஒரு லட்சத்து 76 ஆயிரம் கோடி ரூபாய் அல்ல என்று கூறியுள்ளார் - சில நாள்களுக்குமுன் சென்னைக்கே வந்து 21 அக்டோபர் 2009ல் பதிவான வழக்கின் முதல் தகவல் அறிக்கையில் சி.பி.ஐ.யால் குறிப்பிடப்பட்ட தொகையோ 22,000 கோடி ரூபாய்தான் உத்தேச இழப்பு என்பதும் சுட்டிக்காட்டப்படவேண்டும்.
பா.ஜ.க.ஆட்சிக் காலத்தில் ஏற்பட்ட இழப்பு - ஒரு லட்சத்து 43 ஆயிரம் கோடி ரூபாய் என்றால், எது அதிகமானது? அதில்கூட கூர்ந்து கவனிக்கப்பட வேண்டியது ரூ.1,76,000 கோடி இழப்பு வெறும் யூகத்தின் அடிப்படையில், அது ரூ.22,000 கோடி என்ற சி.பி.ஐ. அறிக்கை முரணானது. பா.ஜ.க. காலத்திய ஒரு லட்சத்து 43 ஆயிரம் கோடித் தொகை இழப்பு பெரிய தொகையா? 22,000 கோடி ரூபாய் இழப்பு பெரிய தொகையா? ஒரு பொய்யையே திரும்பத் திரும்பக் கூறினால், அது மெய்யாகி விடுமா? ஏற்கெனவே 2001ல் பா.ஜ.க. அமைச்சரவையில் எடுக்கப்பட்ட கொள்கை முடிவுப் படிதானே,அமைச்சர் ராசா காலத்திலும் செயல்பட்டிருக்கிறார்கள்.
அதுவும்கூட ‘டிராய்’ என்ற அந்த அமைப்பை மீறியா செயல்பட்டிருக்கிறது ராசாவின் அமைச்சகம்? 2001ல் 3 கோடி தொலைப்பேசி பயனாளிகளாக இருந்தது 2009ல் (அமைச்சர் ராசா காலம்) இது 79 கோடியாக உயர்ந்து, நாட்டின் தொழில் வர்த்தகப் புரட்சிக்கும் உதவியது என்பதைக் குறிப்பிடத் தவறவில்லை அமைச்சர் கபில்சிபல். மிகக் குறைந்த லைசென்ஸ் தொகை 1658 கோடி ரூபாய்தான் ஒரு போட்டியாள் ஒருமுறை நுழைய என்பது 2001 முதல் 2009 வரை இருந்தது என்பதையும் அமைச்சர் சுட்டிக்காட்டினார் - அந்தப் பேட்டியில்.இப்படிப் பல்வேறு செய்திகள் வெளியே வரவிருப்பதால்தான் பா.ஜ.க.வினர் அந்த விசாரணையை ஏற்க மறுக்கின்றனர் அல்லது தயங்குகின்றனர்.
ஜே.பி.சி.என்று திரும்பத் திரும்ப எதிர்க்கட்சிகள் கோஷ்டிகானம் பாடிக் கொண்டுள்ளனரே என்றுகேட்டபோது, அமைச்சர் கபில்சிபல் மிகவும் தெளிவாகப் பதிலளித்துள்ளார். பொதுக்கணக்குக்குழு தனது விசாரணையைத்தொடங்கி செயல்படும் நிலையில், இந்தக் கோரிக்கை அர்த்தமற்றது; உள்நோக்கம் கொண்டது.பிரதமர் தானே, வழமைக்கு மாறாக, அக்குழுவின் முன் ஆஜராகி விசாரணைக்கு தன்னை உட்படுத்திக் கொள்ளவும் தயார் என்று கூறிய பிறகும், ஏன் பிடிவாதம் இவர்களுக்கு எனக் கேட்ட கபில்சிபல், சி.பி.ஐ. எப்படி விசாரணையை நடத்துவது என்பதை உச்சநீதிமன்றமே கண்காணித்து ஆணை வழங்குவதைவிட ஜே.பி.சி. அதிகமாகச் செயல்பட்டுவிட முடியுமா? முடியாதே! பின் ஏன் இந்தக் கோரிக்கை என்றால், இதை வைத்து நீட்டி, 2014 தேர்தல் வரை மக்களிடம் இதனைத் தங்களுக்கு ஒரு பிரச்சார மூலதனமாக்கவே எதிர்க்கட்சிகள் முயலுகின்றன.
5 மாநில சட்டமன்றத் தேர்தல்கள் ஏப்ரலில் - இன்னும் 5 மாதங்களுக்குள் வர இருப்பதால் - அதற்கு இதைப் பயன்படுத்த வேண்டும் என்பதே அவர்களின் உள்ளூரத் திட்டம் என்பதை நன்கு விளக்கி விட்டார்!தூங்குகிறவர்களைத்தான் தட்டி எழுப்ப முடியும்; தூங்குவதுபோல பாசாங்கு செய்பவர்களை எப்படி எழுப்ப முடியும் என்பதுபோல,எல்லாம் தெரிந்துகொண்டே வேறு சரியான வாய்ப்பு இல்லாததால் இதை ஊதி ஊதிப் பெரிதாக்கி அரசியல் லாபம் பெற எண்ணுகிறார்கள். இவர்கள் இப்பிரச்சினையை, ஊதி ஊதி பலூனைப் பெரிதாக்க நினைத்தால், கடைசியில் அது வெடித்து ‘புஸ்’என்று ஆவது நிச்சயம்.

1. This is NOT a Scam and it’s a Revenue Loss. This is because, licenses are not given in action and awarded as per already followed up policy from 1999.
2. This Policy is NOT laid by Raja, it was done in 1999/2000 by then BJP Ministers, even Supreme Court has acknowledged this and asked CBI to look license allocation policy followed from 2001 and TATA also mentioned that most twisting of Telecom policies were happened during NDA Period.
3. The amount mentioned as loss of 1.7 Lack Croes is just exaggerated and inflated one and NOT real value. Because, Action Cost of 3G is used to calculate 2G Value, like using the Price of Basmathi Rice to calculate value of Ordinary Rice. Even Arun Souri (BJP Telecom Min) has mentioned that 1.7 Lack Crores loss is hypothetical, and the loss might be around 30,000 cr (The Hindu dated 19.12.10)
4. Now the Loss value is reduced to just 17.5% of it’s so called initial value 04 1.7 Lack Crores !!!!!
5. There might be some favor done for few companies and this is something very common nowadays. Even in Private/IT companies, while awarding tenders and Purchase Orders to Vendors, favor is shown for some vendors for some gain.
6. Ongoing CBI/SC investigations might damage the image of DMK to little extend as the hype is shown by certain section of media – But the impact will be very limited as the reach of such Medias on the common Voters might be just 10%. After 2 or 3 months, the importance shall be diluted.
7. Also, if really very large amount of Money Gain is involved, the Karunanithi & DMK Top leaders won’t keep & support Raja even after 2 rounds of CBI raids followed by CBI questioning him. Karunanidhi is not foolish to keep Raja if it’s going to have real impact in elections.

If the Opposition parties highlight the 2G loss, then DMK might counter by saying, because of that only the Mobile Bill in India is the cheapest in the whole world. Loss to the Govt is the Gain for the Common Man, if the licenses are sold at higher price, then that will be charge backed from the Mobile Users Only.

I hope you do not believe the theory that the cost of mobile is cheap because of this loss of revenue. If so, how come the Swan and Unitech sold part of their companies for over 6000 crores?
It is the duty of every Indian to bring the guilty to books. Cast, Creed, Color, South / North, Congress / BJP, DMK / ADMK .. all these issues are smoke screens. We should think beyond these.

I hope you do not believe the theory that the cost of mobile is cheap because of this loss of revenue. If so, how come the Swan and Unitech sold part of their companies for over 6000 crores?
It is the duty of every Indian to bring the guilty to books. Cast, Creed, Color, South / North, Congress / BJP, DMK / ADMK .. all these issues are smoke screens. We should think beyond these.
